The judges dismissed the petition of the family of Walid Daqqa, ruling that the state's decision to withhold his body for use in hostage negotiations with Hamas was reasonable. Daqqa, a Palestinian with Israeli citizenship, died of cancer this year while in prison after fully serving his for his role in the murder of an Israeli soldier in 1987
