Completed Mast Step Repair - Mast Step Bolt - How tight should it be?

Finally finished the mast step repair on my Capri. Rigged it all up in the driveway for the first time. How tight should the single large bolt for the mast step be? I haven't seen anything anywhere about it either. Is hand tight enough because its not really going to move anyway? pics for your viewing pleasure.
