'Oh, you all watched the debate!' Harris cracks up rally and self as she jabs Trump 'plan'
Vice President Kamala Harris sent her North Carolina rally into hysterics on Thursday, referencing Donald Trump's revelation that even after eight years, he still doesn't have a complete replacement plan for the Affordable Care Act.
During his first campaign, Trump promised to "repeal and replace Obamacare." Ultimately, the party that, at that point, spent six years campaigning on the slogan still hadn't crafted a replacement plan.
When confronted on whether he had a plan after eight years, Trump confessed, "I have concepts of a plan."
Harris incorporated it into her speech for the Charlotte rally, relaying the comments from the ex-president.

"You know, he talks a big talk, but when folks review the numbers, highly respected folks, that's what you learn about him," said Harris. "That's what you learn."
"Donald Trump intends to end the Affordable Care Act," she told the audience. "You heard what he said in the debate. He has no plan to replace it. He said 'concepts of a plan.'"
The audience joined in with her as she emphasized the words "concepts of a plan," and then broke into laughter and applause.
"Oh! You all watched the debate?" the audience cheered louder.
"He has no actual plan, concepts," Harris repeated. "And understand what's at stake on that: 45 million Americans are insured through the Affordable Care Act. He's going to end it based on a concept and take us back to when insurance companies had the power to deny people with preexisting conditions. Well, we are not going back. We're not going back."
The audience broke into chants of "Not going back!"
