MANILA, Philippines – Some areas suspended classes for Friday, September 13, due to rain from the enhanced southwest monsoon or habagat.
The southwest monsoon is being enhanced by Severe Tropical Storm Bebinca, which remains outside the Philippine Area of Responsibility.
