Hurricane Francine Nears Louisiana as Category 2 Storm

MORGAN CITY, La. — Hurricane Francine barreled toward Louisiana on Sept. 11, strengthening to a Category 2 storm that could bring deadly storm surge to the U.S. Gulf Coast.
