Who's responsible for getting 3-year-olds on the right school bus? Distressed parents want answers

CBC News spoke with multiple parents who said their children as young as three boarded the wrong school bus, and couldn't be located for up to an hour. Some school boards say it's up to staff to ensure proper boarding, but one superintendent says there will be "some wrinkles" getting the system running properly.
