Neighbors shaken after Edmond officer-involved shooting, house fire

EDMOND, Okla. (KFOR) - Folks in an Edmond neighborhood are still shaken up after a chaotic morning Wednesday

It all started with a house near East 15th Street and South Bryant Avenue going up in flames around midnight.

"It was a very unsure situation,” a woman who lives in the area told KFOR. She did not feel comfortable going on camera. “There were flames shooting high into the sky. There was lots of smoke."

Deputy Fire Chief Chris Denton said when crews got there, the home was heavily involved.

“When they showed up here they had fire on the first floor and on the outside of the building,” said Denton.

One man told KFOR off camera, neighbors believe the homeowner started the fire in his own house. When this good Samaritan went to warn others, he was greeted by the homeowner, Ross Norwood.

"Our calling party stated that a man swung a knife at him and took off down the street,” said Emily Ward, a spokeswoman for the Edmond Police Department.

Norwood, allegedly refused to comply with police and was shot by an officer.

"When our officers arrived, they encountered the individual in his driveway and that's when shots were fired,” said Ward.

Norwood was rushed to a metro hospital. Neighbors said he’s caused problems for years.

"I think there are always concerns living next to someone with mental illness,” said a neighbor. “Both for themselves and for others. They are a danger to themselves and others when they don't have the help they need."

A protective order filed on Tuesday against Norwood, revealed another neighbor’s fears. In the order, the neighbor wrote, “I feel terrified and watch my grandchildren in my home,” and “Other neighbors have stated he has become increasingly dangerous due to some type of mental condition.”

Online court records also show over a decade ago, another woman also tried to file three protective orders against Norwood.

"Moving forward, I would just hope for help for him and safety for the neighborhood,” said the neighbor.
