About 50% of Hollywood, in South Florida, doesn't have sewer service. But the city is making changes slowly. A first project covered a part of Hollywood Hills, including Mayor Josh Levy's home. The second project, starting this fall, includes the Washington Park industrial area, where the mayor's family purchased about $10 million of property.
