Top NHS doctor warns 'hard decisions need to be made' as leaks show UK to ban smoking in pub gardens

Leaked plans claim outdoor restaurants, open-air smoking areas at clubs, and the pavements outside both will be subject to a new public smoking ban, as will the areas outside universities, hospitals, sports grounds, playgrounds and smaller parks.
