Heavy rain and flooding threat continue as Debby remnants move north 

Heavy rain and the threat of flash flooding continued in North Carolina and Virginia as the remnants of Hurricane Debby moved north. The storm was expected to bring heavy rain to the mid-Atlantic and Northeast. NBC News' Marissa Parra reports.
