Florida under hurricane watch as Tropical Depression 4 expected to strengthen into Debby

A Hurricane Watch has been issued for a portion of the Florida Gulf coast as Tropical Depression Four is set to bring several inches of rain, strong winds and a possible life-threatening storm surge.
