Venezuela's electoral body declares Maduro winner of country's disputed presidential election

CARACAS, Venezuela — Nicolás Maduro was formally declared the winner of Venezuela's disputed presidential election Monday, a day after the country’s political opposition and the entrenched incumbent both claimed victory in the contest.
