Delhi coaching centre where three died falsely showed basement as store room in documents

The basement of Rao's IAS Study Circle in Old Rajendra Nagar, where three civil services aspirants drowned in a flood, was operating illegally as a library, officials revealed. The basement was officially designated for parking and storage, according to the building plan and fire department No Objection Certificate (NOC).
