Editorial: Re-manufacturing a nugget in GOP confab

Hidden beneath the disappointing regurgitation of personal recriminations, exaggerated boasts about presidential prowess, and cultlike adoration of the nominee at the Republican National Convention in Milwaukee there is a silver lining that is to the benefit of Ohio and other states similarly situated.
