According to Portland police, officers responded to Northeast 61st Avenue and Thompson Street where they found a victim who had been shot in the leg.

Community members had been working to keep pressure on the victim's leg with a t-shirt tied around their leg, authorities said.

Police helped get the bleeding under control and the victim was eventually taken by paramedics to a nearby hospital where they are expected to survive.

While investigating, police said the suspect returned to the scene and surrendered to officers.

Lonne A. Woodlee, 42, was taken into custody and faces charges including second-degree attempted murder, first-degree assault and unlawful use of a weapon.
