Ex-commish of state addiction agency busted for DUI after crashing into parked cars, urinating on self: DA

Arlene González-Sánchez, 68, had a blood-alcohol content of .20 -- or two and a half times the legal limit of .08 -- and at one point she uttered to the cop who pulled her over, "Commissioner,'' the Queens District Attorney's Office said Monday.
