Mast Step and Rudder Slot Gel Coated?

Are the mast step and rudder slot on my (new to me) 1982 Sunfish supposed to be gel coated and the same color as the deck? The insides of the holes look sort of tan colored and kind of rough, maybe like fiberglass coated with resin, but no top layer. Is this right? I don't want to get any leaks in those areas.
