Police Minister Bheki Cele has lost an appeal against a damages claim awarded to a former deputy mayor of an Eastern Cape district municipality and a senior ANC councillor who were unlawfully arrested, assaulted and "tubed" following the attempted murder of the speaker of a local municipality.
