Uh oh! What are the specs for the carriage bolt for the old style rudder?

I just bought an old Sunfish for my daughter with the old style rudder and I found the carriage bolt and wing nut for tensioning the rudder is missing. I could not inspect the boat because I was out of town so I had a guy inspect the boat who is very knowledgeable about Sunfish boats, but later I found out he had never seen the old style rudder.
