Third Doha meeting to be led by UN Deputy Chief Rosemary DiCarlo

The third Doha meeting, unlike the first and second meetings, which were held under the supervision of António Guterres, the Secretary-General of the United Nations, will be conducted under the oversight of Rosemary DiCarlo, Guterres’s deputy.

According to the sources, Ms. DiCarlo would meet separately with representatives of the Taliban and Afghan civil society.

The source also told Khaama Press and emphasized that Rosemary DiCarlo, the Deputy Secretary-General of the United Nations, will lead the third Doha meeting.

Media outlets have also confirmed, quoting their sources in the United Nations, that António Guterres has delegated the responsibility of leading this meeting to Ms. DiCarlo.

The United Nations is sending Ms. DiCarlo to this meeting amidst widespread criticism that the organization has “overlooked” the inclusion of female representatives and the issue of women’s rights in this session.

Critics have said that the United Nations, at the request of the Taliban, who have excluded women from all aspects of public life, including banning women’s employment and education, has sidelined women and women’s rights from the Doha meeting.

However, Rosa Otunbayeva, the UN Special Envoy to Afghanistan, has stated that women’s rights in areas such as combating drug trafficking will be addressed in this meeting.

According to Ms. Otunbayeva, women make up 35% of the three million addicts in Afghanistan, and raising this issue at the Doha meeting is important.

Previously, an official from the Taliban’s Ministry of Foreign Affairs announced that the agenda of the Doha meeting has been shared with the group, and the discussions will focus on issues related to the private sector, finance, banking, and combating drug trafficking.

Meanwhile, the previous Doha meetings (the first and second Doha meetings) were led by the Secretary-General of the United Nations himself, who was criticized for not being fruitful.

Ms. DiCarlo is an American diplomat who has been serving as the Deputy Secretary-General of the United Nations for Political and Peacebuilding Affairs since May 2018.

Notably, before 2018, she served as the United States Ambassador to the United Nations.

The absence of Afghan women’s representatives and human rights advocates in this third Doha meeting has drawn significant criticism.

Experts argue that this omission undermines the position of the United Nations in promoting inclusive dialogue and protecting human rights in Afghanistan.

This exclusion is seen as a step back in the efforts to address the critical issues faced by Afghan women and the broader human rights challenges in the country.
