NYT: Israel's Smotrich recorded describing plan to increase control over West Bank

The plan discussed by Finance Minister Bezalel Smotrich would give civilians working for him in the Defense Ministry more authority in the occupied territory instead of the military, and has been implemented incrementally over the last 18 months, New York Times reports
