Why will there be muted mics in the CNN debate between Trump and Biden?

The two presidential nominees will debate on June 27 and CNN will host this debate. The organizers have said that they will mute the mic of the candidate who is not speaking. There will also be commercial breaks during the debate. There are other rules which both the candidates have agreed to follow.
