State funding proposed for Toledo tech business incubator

COLUMBUS — A proposed plan rolled out Monday by the Ohio Senate promises $3 million to jump-start the Jefferson Center business incubator project stalled last year by the implosion of the tech firm that was to serve as its anchor.
