Gov. Hochul shelved congestion toll over subway-crime worries, David Paterson claims

Gov. Kathy Hochul scuttled the unpopular congestion toll to enter Midtown Manhattan because she believes too many New Yorkers are afraid to take the train and prefer to drive to get into the business district, according to former Gov. David Paterson.
