Inner Circle Consulting appointed as Council’s Strategic Transformation Partner

Liverpool City Council (LCC) has appointed Inner Circle Consulting (ICC) as its Strategic Transformation Partner.

The new phase of work will support the Council’s ambitious Adult Social Care transformation programme.

ICC will also provide ongoing support for the wider change portfolio at a pivotal moment as Commissioners prepare to hand back all of Liverpool’s powers and switch to an oversight brief, and the Council moves into a key phase of its turnaround journey.

Anne Marie Lubanski, Deputy Chief Executive of Liverpool City Council and Director of Adult Social Care, said: “We are delighted to work with ICC.  

“They’ve played a pivotal role, as part of our wider team, in the ongoing transformation of Adult Social Care, helping us to define our change plans and contribute savings and practical support on our journey towards sustainable improvement.”

“We were particularly impressed by ICC’s theory of change, and outside of social care, their ability to deploy a range of skills and capabilities across the full scope of council services. 

“We are at an important stage of the council’s over-arching improvement journey and we take great heart from knowing that we have the right partner on board.” 

Liverpool City Council is midway through conceiving and delivering its first multi-year Medium Term Financial Plan for some time.  

In support of all this and more, the Council mobilised a transformation programme in Autumn 2022 which was phased to recognise both the requirements (savings and improvements) and the maturity of the organisation to stabilise, establish as core city comparator and then move to ‘leading authority’.

ICC Director Olly Swann, said: “We are immensely proud to have been selected to support LCC with the next phase of its transformation journey.  Our previous work together enabled us to demonstrate our ability to be an agile and responsive partner to LCC’s changing needs,”
