Pagasa issued Cagayan flood advisory

    MANILA, Philippines — Parts of Cagayan Valley may experience floods on Friday and early Saturday, the state weather bureau said. In an advisory, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said the following areas below may have light to moderate rains or thunderstorms which may cause floods:   Isabela – Rivers
