How the House managed to pass a last-minute funding bill

The House has passed a short-term funding bill to avert a government shutdown. After two versions of a continuing resolution fell apart earlier this week, House Republicans agreed to introduce a bill to fund the government through March, extend the Farm Bill and provide $110 billion in disaster aid.
