An Illinois appellate court has ruled that a former deputy sheriff charged with murder in the shooting death of Sonya Massey should be released from jail pending trial. The 4th District Appellate Court issued a unanimous opinion Wednesday declaring that a circuit court's ruling to deny Sean Grayson release from jail was improper. South Korea's central bank cuts a key rate to nurse a slower economy

South Korea’s central bank has lowered its key policy rate for the second straight month and says the country’s economy will grow at a slower pace than it initially anticipated. The Bank of Korea cut its benchmark interest rate by a quarter percentage point to 3% after policymakers met Thursday.
