If the club are selling out in league one and if the team will still be playing at St Andrews until probably 2030 then we seem to be constrained to a capacity of 28,500 for the next 6 years at least. Longer if the Sports Quarter is delayed.

You want to add 7000 seats to an old stand, that's going to take time. Even if you consider adding in sears in the corners.
Then there's the reduced capacity and revenue whilst work is going on around those areas.
