MANILA, Philippines – Cloudy skies with scattered rains and thunderstorms are forecast in parts of Northern Luzon due to a low-pressure area (LPA) inside the Philippine area of responsibility (PAR), the Philippine Atmopspheric, Geophysical and Astronomical Services Administration (Pagasa)  reported on Tuesday. The LPA was last spotted some 350 kilometers (km) west of Abucay, Bataan.
