Russian President Vladimir Putin has offered humanitarian aid to North Korea following severe floods caused by heavy rains, as reported by Pyongyang's state media KCNA. Putin expressed sympathy and support in a message to North Korean leader Kim Jong Un, conveyed via the Russian embassy. While Kim appreciated the gesture, he indicated that North Korea's government had already initiated recovery efforts and would seek help if necessary. The floods have affected over 4,000 homes and isolated approximately 5,000 residents.
