Russians released as part of a mass prisoner exchange with the West have been telling journalists in Bonn, Germany, that they refused to sign requests for official pardons before leaving Russia. One of them, Vladimir Kara-Murza, said he thought it was a joke when a prison guard gave him a form to write his request on.
